Big-project discipline for small Towns.

We help small and mid-sized Municipalities across Canada define business requirements, establish project governance, and deliver system implementations.

We have worked on both sides, in Town hall and on the vendor side.
We know what it takes to get these projects right.

Get It Right From the Start

Whether your Municipality is exploring a new system or already buying one, the pattern is familiar. Permitting, finance, asset management, HR, records, or any other SaaS platform: The platform changes, the problems do not.

  • No one on staff has led an implementation before.
  • The vendor shapes the requirements around its own demos.
  • Decisions go unrecorded, then get relitigated.
  • The project competes with everyone's day job.
  • The system goes live, and staff work around it.

A rushed or poorly advised approach leaves your team carrying the decision long after the vendor has moved on. Time is lost, the investment is wasted, and the problems the system was meant to solve remain.

Services

Requirements & Business Process Definition

We interview your stakeholders, map current-state and future-state processes, prioritize requirements, and develop the RFP input your Town can defend.

Your staff get a clear picture of what they need before any vendor enters the room, and requirements they can stand behind when council asks why this system and why now.

Project Initiation & Governance Setup

We draft the charter, build the stakeholder register, define the RACI, and maintain RAID and decision logs, with status reporting your council can approve.

Your staff know who decides what, and nothing falls between departments. Council gets reporting it can trust instead of surprises.

Fractional Implementation PM / BA

We provide part-time project management or business analysis during implementation, working directly with your team or through a software vendor or consulting firm.

Your staff keep doing their day jobs while the project still moves. Someone experienced holds the vendor to its commitments.

Managed Asset Registry

We maintain your asset register as the single source of truth for what your Town owns, its condition, and its value. Each cycle, we update the register from your source documents, validate the data, integrate condition updates, and keep the record your council relies on.

Your staff stop babysitting a spreadsheet they never had time for. Your treasurer gets PSAB-ready numbers every year. Council makes capital decisions off data someone actually maintains.

Why This Works

Civic Systems Advisory has worked on both sides of municipal technology projects: As a business analyst and project manager inside a Municipality, and as an implementer on the vendor side. We know where implementations typically go wrong and how to help your Municipality avoid it, so the results hold after go-live.

You work directly with the person doing the work, from the first interview through go-live.

Services

Each engagement is scoped to your Town and delivered by our small, dedicated team.

Requirements & Business Process Definition

We interview your stakeholders, map current-state and future-state processes, prioritize requirements, and develop the RFP input your Town can defend.

This is where most municipal projects are won or lost. We sit with the staff who do the work, document how processes run today, and define how they should run. You get requirements that reflect reality, not a vendor's demo script.

Your staff get a clear picture of what they need before any vendor enters the room, and requirements they can stand behind when council asks why this system and why now.

Phases: Define, Discover, Design.

Project Initiation & Governance Setup

We draft the charter, build the stakeholder register, define the RACI, and maintain RAID and decision logs, with status reporting your council can approve.

Small Towns rarely lack effort. They lack a structure that survives contact with a busy Tuesday. We set up the governance once, sized to your Town, so decisions get made and recorded instead of revisited.

Your staff know who decides what, and nothing falls between departments. Council gets reporting it can trust instead of surprises.

Phases: Define, with artifacts that govern Deliver.

Fractional Implementation PM / BA

We provide part-time project management or business analysis during implementation, working directly with your team or through a software vendor or consulting firm.

You get senior delivery leadership without a full-time hire. We run the schedule, manage the vendor, clear blockers, keep council informed, and manage the change with your staff so the new system gets adopted, typically one to two days a week.

Your staff keep doing their day jobs while the project still moves. Someone experienced holds the vendor to its commitments. For software vendors and consulting firms, we join your delivery team as a subcontractor who already speaks municipal.

Phases: Deliver, Transition.

Managed Asset Registry

We maintain your asset register as the single source of truth for what your Town owns, its condition, and its value. Each cycle, we update the register from your source documents, validate the data, integrate condition updates, and keep the record your council relies on.

Most registers are built once and left to decay. Staff change, spreadsheets multiply, and within two budget cycles nobody trusts the numbers. We take ownership of the register as an ongoing discipline: Updates processed on schedule, errors caught by validation, and an annual register your treasurer can take straight into PSAB reporting.

Your staff stop babysitting a spreadsheet they never had time for. Your treasurer gets PSAB-ready numbers every year. Council makes capital decisions off data someone actually maintains.

Each cycle includes:

  • Scheduled updates from your source documents, processed on time
  • Automated validation and error correction
  • Condition data integration
  • An annual register ready for PSAB reporting

Available add-ons: Quarterly council reporting, CMMS data administration, grant application support.

Monthly retainer, you choose the cadence:

  • Monthly (active work programs)
  • Quarterly
  • Annually (covers mandatory year-end reporting)

Phases: Ongoing operations after Transition.

Approach

Our approach follows the Project Management Institute's best practices: Five phases, in order, covering the complete path from idea to handover. Scaled so a small Town gets structure without bureaucracy.

Not every engagement needs all five. We scope yours to the phases it needs, nothing more.

Change management is not sold separately. It is built into every engagement.

1

Define (Initiating)

We agree on the problem, the scope, and what success looks like, with the right people in the room from the start. This is the conversation that keeps the other four phases from going sideways.

Deliverables:

  • Project charter: What we are doing, why, and who approves it. Written so your council can adopt it in a single meeting.
  • Scope boundaries: A plain list of what is in and what is out, so the project cannot quietly grow.
  • Success criteria: How we will know the project worked, stated in language everyone understands.
2

Discover (Planning)

We interview your staff and sit with the people doing the work, mapping how things actually happen today, not how the manual says they do.

Deliverables:

  • Current-state process maps: Step-by-step diagrams of how work flows today, so everyone sees the same picture.
  • Interview notes: What your staff told us, organized by theme, with nothing attributed by name.
  • Prioritized requirements list: Everything the Town needs from the new system, ranked by importance, so trade-offs are explicit.
  • Gap summary: Where today's process falls short and what has to change.
  • Change impact summary: Who is affected by the new system, what changes in their day-to-day work, and where adoption will need support.
3

Design (Planning)

We map the future state with the people who will use the system, and confirm it before anything gets built or bought. No surprises at go-live.

Deliverables:

  • Future-state process maps: How work will flow once the system is in place, confirmed with the staff who will use it.
  • Signed-off design: Written confirmation from your team that the future state is correct before implementation begins.
  • Requirements traceability: Each requirement linked to the part of the design that satisfies it, so nothing gets lost.
4

Deliver (Executing, Monitoring and Controlling)

We run the implementation to the plan. Schedule, vendors, issues, decisions, managed weekly and reported plainly.

Deliverables:

  • Project schedule: Milestones and dates, updated weekly, so everyone knows where the project stands.
  • RAID log: A running register of risks, assumptions, issues, and dependencies. Risks are things that might go wrong. Assumptions are things we take as true. Issues are problems happening now. Dependencies are things we wait on.
  • Decision log: Every significant decision, who made it, and when, so nothing gets revisited.
  • Vendor management: We run the vendor's weekly call and hold them to the statement of work they signed.
  • Status reporting: A short weekly report your CAO, treasurer, and department heads can read in five minutes.
  • Change control: Out-of-scope requests are priced and approved before they happen, never absorbed quietly.
5

Transition (Closing)

We hand over documentation, support training, and guide the people side of the change, so your team adopts the system and can run it without us.

Deliverables:

  • Training materials and handover documents: Guides your staff can use after we leave.
  • Adoption support: Training, communication, and hands-on help so staff use the new system instead of working around it.
  • Closeout report: What was delivered, what changed along the way, and where things stand.
  • Lessons learned: An honest review of what worked and what did not, so the next project starts smarter.
  • 30-day post-go-live support plan: Who to call and what happens if something breaks in the first month.

Which phases will you need?

  • Requirements & Business Process Definition: Define, Discover, Design.
  • Project Initiation & Governance Setup: Define, with its artifacts governing Deliver.
  • Fractional Implementation PM / BA: Deliver, Transition.
  • Managed Asset Registry: Ongoing operations after Transition.
